PERMISSIONS
Clear has mind control! The explanation of his powers is long and stupid, but the nitty gritty of it is that his singing voice can manipulate the mental state and perceptions of the listener.
Clear will always ask first before singing to someone intentionally. However, he won't always explain exactly what his powers do and the effects they'll have. He also just... likes to sing! He'll sing to himself within earshot of other people without much thought to the consequences. That's where this post comes in.
It's important to note that Clear has no direct influence over anyone, even when he sings to them. He can't force people to do what he wants or consciously mold their perceptions. The power is written into the sound waves of the song; Clear can't manipulate it, only deliver it.
The limitations of his abilities are:

Since his weapon will get pretty diverse as it evolves, I'm not going to make a set list of yes/no questions to answer (I'll link a more comprehensive weapon post here when it's done) -- but I promise I will always ask OOC before any of his abilities are used in a thread.

1) If your character is all or mostly mechanical, the music will have no effect. If your character straddles the line, it's up to you whether it'll work or not!If the effects of the music don't work on your character for whatever reason, it'll just sound like a pretty song.
2) Characters with psychic abilities will be able to sense that there's something weird going on with the music. Whether they'll be able to resist the effects depends on their control over their abilities, and so is up to you.

SAFFY'S PEOPLE
Firstly, with Luke, he's got no psychic powers but sound manipulation is a thing that happens in canon, and the bits that make him up are bits of sound themselves. I can go either way with regards to him noticing or not. Mostly I'm worried about the hyperresonance he can do, which ought to be able to cancel out the frequency of the singing. It's up to you, though. WE COULD HAVE ALL SORTS OF COOL SOUND BULLSHIT GOING ON HERE.
